4.3.2 Legal and Other Requirements
The Fort Lewis, and by endorsement, the PW statement of commitment to
comply with all applicable federal, state and local environmental legislation
and regulations is contained in the Environmental Policy and in Fort
Lewis Regulation 200-1. Additionally, Fort Lewis complies with requirements
of Department of Defense and Army Regulations. PW, as the directorate
that manages the Fort Lewis environmental program, is responsible for
monitoring all applicable environmental legislation and regulations.
Within PW, ENRD accomplishes this function (see PW
procedure EMS-200, Identification of Legal and Other Requirements,
available on the PW Intranet). ENRD program managers are responsible
for review of legal and other requirements related to their specific
program areas and informing PW affected elements including contractors,
and the EMS Management Representative. The program managers monitor
federal, state and local regulatory agency WebPages; receive and review
regulatory agency information bulletins; review information sources
such as the BNA, the Federal Register, Department of Defense and Army
sources, and other sources as appropriate. They also maintain coordination
with their counterparts at higher headquarters for changes in federal,
Department of Defense and Army environmental requirements.
PW operates under
a number of environmental permits (see Table 1).
Major changes in regulatory or legal requirements
are an agenda item at EMS Management Review meetings. The changes may
result in revision of existing Fort Lewis regulations or documentation,
EMS documentation, or organizational Environmental Operating Certificates.
