4.3.4 Environmental Management Programs
PW environmental objectives and targets are translated into action through Environmental Management Programs (see PW procedure EMS-220, Environmental Management Programs, available on the PW Intranet).

A management program for each objective is developed by a multi-Division team consisting of representatives from affected Divisions. The EMS Management Representative presents the program for approval by the Director/Deputy Director of PW and the PW Division Chiefs at a Management Review or other EMS meeting. Key items in the environmental Management Program include:

  • The action(s) for achieving a target or objective, and responsibilities
  • The time frame for achieving the target or objective
  • Resources needed, and
  • Performance indicators (metrics) necessary to measure completion

In some instances, there is insufficient information initially to prepare a complete Program. In these instances, the Program target may be completion of a study to gather and analyze data for identifying action alternatives. Upon completion of the study, the Management Program Team develops the complete Program to include new targets, resources, milestones and metrics as appropriate. The Management Program is submitted for PW management review and approval as described above.

Upon approval by PW management, implementation of the Management Programs is coordinated by the Program teams. Each affected PW Division is represented on team by a member empowered by the Division Chief to coordinate Division responsibilities and make commitments for implementation.
Performance data is periodically reported by the team leader to the EMS Management Representative for incorporation into the EMS Management Review meetings.

Affected Programs are reviewed and changes to objectives and targets, resources, milestones and metrics are recommended by Program team leads as appropriate when significant changes occur in processes, activities, or services; in legal or other requirements; or in other factors that require review of the Program.
