4.4.3 Communication
Internal and external communications provide input for formulation as well as dissemination of information relevant to the EMS. Good communications are essential for coordinating the smooth execution of procedures and programs to fulfill the environmental policy and to achieve the objectives and targets.

Procedures have been established for internal and external communications relevant to the EMS. (See PW procedure EMS-230, Environmental Communications, available on the PW Intranet).

Internal communications procedures provide for up, down, and lateral flow within PW of essential information relevant to the EMS and environmental "need-to-know" items. These communications assist in insuring that the needed information is available at each level to perform the required environmental functions.

Procedures for external communications provide for managing information flow between PW and external agencies. Most communications with regulatory agencies, other outside agencies, and Fort Lewis agencies that conduct business with PW occur directly between the agency and PW. Official communications with Fort Lewis higher headquarters, where appropriate, is routed through the Garrison Commander. Inquiries from the media, the public, and other non-official external agencies are forwarded to the Fort Lewis PAO for response. The PAO coordinates with PW in preparing the response.

The Director of PW has determined that the following EMS information will be available to the public, upon request, through the PAO:

  • Environmental policy.

  • PW significant aspects.
